[IPOL discuss] proposed Copyright and License Policy

Hi all,

IPOL is moving forward, with PDF, "preprints", and a journal
management software currently being tested. We propose a new copyright
and license policy, copied hereafter.

In fact, there was no clear copyright and license agreement until
now, so this is the first formal one. In short, this agreement says:
* authors retain the copyright to everything they submit; IPOL only
  publishes the articles, IPOL doesn't own the articles;
* we use free licenses: CC-BY-NC-SA for the manuscript,
  GPL/LGPL/AGPL/BSD for the software (cf. Software Guidelines) and
  CC-BY for the data;
* anyone reusing these materials must cite the authors;
* authors can do whatever they want with their work;
* authors are encouraged to repost their article to other
  repositories, including the final (postprint) version;
* everything is freely available online.

Authors who publish with this journal agree to the following terms:

* Manuscript — Authors retain copyright and grant the journal right of
  publication with the manuscript simultaneously licensed under a
  Creative Commons Attribution Noncommercial Share Alike License. This
  license allows others to share and reuse the article for
  noncommercial purposes with an acknowledgment of the work's
  authorship and initial publication in this journal.

* Software — Authors retain copyright and grant the journal right of
  publication with the software licensed under a Free Software license
  as specified by the Software Guidelines. This license allows others
  to use, study, redistribute and modify the software. Some conditions
  can be added depending on the license chosen.

*Dataset — Authors retain copyright and grant the journal right of
  publication with the dataset licensed under a Creative Commons
  Attribution License. This license allows others to use, redistribute
  and modify the dataset with an acknowledgment of the work's
  authorship and initial publication in this journal.

* Authors are able to enter into separate, additional contractual
  arrangements for the non-exclusive distribution of the journal's
  published version of the work (e.g., post it to an institutional
  repository or publish it in a book), with an acknowledgment of its
  publication in this journal. They are also able to redistribute
  their code under other licenses at their will, including via
  commercial contracts and partnerships.

* Authors are permitted and encouraged to post their work online
  (e.g., in institutional repositories or on their website) prior to,
  during and after the submission process, with an acknowledgment of
  its publication in this journal.

IPOL is an Open Access journal: all content is freely available
without charge to the users or their institutions. Users are allowed
to read, download, copy, distribute, print, search, or link to the
full texts of the articles in this journal without asking prior
permission from the publisher or the authors.
