[IPOL discuss] Update the IPOL guidelines

Dear all,

I must insist on the fact that we have very outdated information in  
our pages that disallows potential users to submit their work to IPOL.

In particular, we write that MATLAB code is not allowed (when it was  
accepted by the Editorial Board a long time ago, and we have several  
demos running MATLAB), or the extremely strict software guidelines.

I suggested in 2017 to simply change the line which says that MATLAB  
is not accepted, but it followed a discussion on gathering the  
Editorial Board again or writing a proposal to change the software  
guidelines.

I wrote such a proposal to modify the guidelines. Pascal Getreuer made  
some comments (thanks), but nothing happened: the wrong information is  
still in the pages, without any more feedback.

My recommendation is the same as one year ago: we need to change as  
soon as possible the pages not to show wrong information that prevents  
authors to submit their work to IPOL. At least, we need to change the  
line where it says MATLAB is not accepted.
