[IPOL discuss] libconfig

Thanks Pascal,
Using octave would be great (and faster than matlab by the way).
But for that I let you negotiate with Miguel.

Regarding Matlab, I spent the last 5 hours trying to install this toolbox.
At last I found our product key so now we have the toolbox in matlab.
