[IPOL discuss] IPOL on windows

Hi,
I think it could be nice to have on Ipol dev a small page to show how to use
Cmake from scratch for a c++ project.
Like one of my old tentative to provide an easy tutorial.

So it will be easy for newcomers to understand how use it.
For small project it is very easy to use and require a very small amount of
times to learn.
