[IPOL discuss] simplified submission/review process and doc

Dear all,

We just updated the Submission page[1] and Author Manual[2] with a
simplification: there is no more "2 step submission", we are back to
the standard submit -> review loop -> edition model. The default is to
upload PDF+code+demo for a submission, but authors have the
option to wait for the editor agreement and upload code+demo just
before the review loop begins.

I also use this opportunity to remind you that preprints[3] are
created and updated at the demand of the editor, and only from the
latest material uploaded to OJS. Moreover, they are only here for an
early live test, but the reviewers must still work on OJS files.
