IPOL is not suited at all to host datasets, and that's why I wrote
about hosting datasets on a specialized service,
https://datadryad.org/. This would safely store and distribute the
data , and assign a DOI to these files.

Then the description of the data, which is some content for a research
journal article, needs to be published somewhere, and I think it must
be in a real journal (ie with an ISSN, DOI, board, editorial line,
reviews, etc.). IPOL is not a good journal for that, but bat least it
is available and willing to accept articles about data. Other
journals specialized on dataset descriptions recently appeared byt
they are specialized on other fields (medical, psychology, health)

The problem with HCI is that it is a local effort, thus lacking the
long-term redundancy and safety of a consortium like Dryad, and it is
not a journal (ISSN/DOI, board, review, etc.).

I don't think open reviews can replace traditional ones. Here is a
comment I wrote a few months ago about why "Insight Journal", which
also uses open reviews, is not a research journal:

Excepts for my doubts on the review model, if you succeed in building
this journal (and I woiuld be hally to help), there can probably be
some good interactions with IPOL.

All the best,
